FLORIDA WIFFLEŽ BALL ASSOCIATION WIFFLEŽ BALL OFFICIAL RULES AND REGULATIONS SARASOTA EDITION If you have any questions about the following rules, e-mail LEFTY at wiffleking@WebTV.net 1.00: The Field: A level surface. Home plate shall be the standard 17 inches in width. The angle created from the tip of the plate will be between 70 and 90 degrees from the foul line. The foul poles will be no less than 85 ft. or more than 105 ft. from home plate. The center field wall be no less than 85 ft. or more than 100 ft. from the plate. The pitcher will throw from a distance of 42 ft. from the tip of home plate. An infield line shall be drawn parallel to the pitching rubber 45 ft. from home plate Cones will be placed on the infield line and the foul line, completely in fair territory, and will serve as markers for singles and doubles (65 ft.) A fair play line will be drawn and will run from foul to foul line 15 ft. from the front of home plate. The outfield walls will be no lower than 4 ft. and must be free of all sharp edges and protruding objects. 2.00: The Ball: Only the baseball size WiffleŽ Ball, (8 slots on one side) will be used for play. The FWA will allow the ball to be scuffed with sandpaper, etc. prior to the start of the game and in between innings only. Two to three balls must be brought to each game by all teams. If a ball tears more than 1/4 inch it will be ruled illegal for play and be removed from the game. A ball may be kept exclusively by a pitcher as long as it is ruled legal No foreign matter can be added to the ball. 3.00: The Bat: Must be rounded on all sides, 38 inches or less in length, and 21/4 inches or less in diameter. Tape shall not exceed 18 inches from the handle end. Legal bats must be constructed of plastic or JTL aluminum (www.jtlbatco.com), (adelinebat.com). Bats can be filled-with any stationary non-metallic substance. If unsafe, or poorly constructed bat may be ruled illegal. 4.00: Uniforms: Matching shirts are required for all teams. Baseball gloves are not allowed. Batting gloves are permitted when hitting. 5.00: Teams: Three (3) players equal a team, a pitcher and two fielders. A team may choose to bat a fourth (non-fielding) player. Teams must choose to do this at the start of the game and continue that way for the entire game. All 4 players may change positions at any time, but only 3 may be on the field defensively. A team may carry a roster of up to 5 players. 6.00: The Game: Six (6) innings equal a normal game A 10-run rule is in effect after 4 complete innings or 3-1/2 if home team is ahead. 6.01: A time limit of one hour is enforced on each game. No game will be terminated by time limit until the minimum four Innings have been completed. In the event of a tie game, all innings started after one hour has expired will be played in "speed-up" mode. In "speed-up" mode, each team will begin their at-bat with one out and runners on first and second base. 7.00: Four balls to a walk, three strikes is an out, and fouls are unlimited. A target is used to determine balls and strikes. A foul tip hitting the target or going through the target will result in an out WITH TWO STRIKES ONLY. The hole (or target) may be no more than 22 inches wide and 30 inches high, starting at 12 inches above the ground. 7.01: FWA officials may specify certain events as "1 and 1" tournaments. In "1 and 1" events, each batter begins his at-bat with a count of one (1) ball and one (1) strike. 7.02: Three outs per inning for each team. 8.00: There is no base running or base stealing. All runners will be imaginary. 8.01: No balks or hit batsman. Any batter who leans into a pitch will be ruled out on interference by the umpire. A warning is to be given first. 9.00: No infield fly will be called. 10.01: A ground ball fielded before landing past the infield line is an out. Juggling or deflecting to the fielder in the air is an out, as long as the ball does not hit the ground. A player's position to the infield line does not matter, the ball is the key, and it must land beyond the line to be ruled a hit. If the ball hits the line and is caught, it is still an out. 10.02: If a batted ball is dropped by a fielder to the ground, it will be ruled an error and one base will be awarded. 10.03: The LEAD runner is forced out on ALL ground outs; other runners advance one base. 10.04: A ball hitting a cone is an automatic single; all runners advance one base. 10.05: A fly ball hitting the fielder than the wall is ruled a triple. 10.06: A ground ball that comes to a complete stop in the infield is ruled an infield single. 10.07: A fly ball hitting the wall first and then being caught by a fielder is ruled a single, but all base runners advance two bases. 11.00: All batted balls must reach the fair play line to be playable, otherwise it is a foul ball. 12.00: A fly ball hitting the wall then the ground is ruled a triple. 13.00: A fly ball clearing the wall is a home run. If a fielder touches a fly ball and it goes over, it will be ruled a home run. 13.01: A fly ball that hits the top of the wall and continues over is a home run. 13.02: A fly ball hitting the foul pole above the wall is a home run. 14.00: Base runners move as follows: 1 base on a single, 2 bases on a double. With 2 outs all runners go one extra base on a clean (untouched) hit through the infield. The infield hit (stopped ball) does not get the 2 out extra base. 14.01: With a runner on third base and less than two outs, a team may try to score him on a fly ball. When the ball is in the air, the offensive team can yell TAG to activate the runner. The fielder must catch the ball and throw home attempting to hit the wooden backstop. If the throw hits the backstop in the air or on a bounce or roll, the runner is out; if it misses the runner scores. All other base runners stay where they are. The fielder has three (3) seconds and one step to make the throw after the catch. 14.02: The Double Play Rule: If the offensive team hits a ground ball in the infield with less than two outs the defensive team may attempt a DOUBLE PLAY. In doing so, the fielder must field the ball cleanly (not bobbled) and throw the ball hitting the strike zone on a fly. If the ball hits the zone in the air the two lead runners are out. If the throw misses the zone then only the lead runner is out. Exceptions: (1) Base loaded and a DP is successful, the lead runner is out and at first. (2) Runners on 1st and 2nd and the DP is attempted and MISSED, runner at 2nd is out and runner advances to 3rd. (3) Runners on
1st and 3rd an DP is attempted and missed, Lead runner is out and runner on 3rd
scores. 15.00: A pitcher entering the game must pitch one complete at bat before leaving the mound. 16.00: A pitcher may not wear any type of distracting jewelry or white shirt sleeves under his uniform top. 17.00: There is no free substitution of players in the batting order. 18.00: A fielder may not position in a manner that is distracting to the batter in any way. 19.00: PROTESTING A GAME: In a protested game, the decision of the Association President or Tournament Director is final Judgment calls cannot be protested. A protest will only be recognized when the team protesting notifies the Association President or Tournament Director before the next pitch is thrown. If a game is in protest, the following information shall be recorded; the score, the number of outs, the batter, the position of any runners, and the count. If a replay of the game is ordered, the game shall resume at the point of the protest. The Association President or Tournament Director will meet with their staff and make a decision within one hour of the protest. All decisions made by the President are FINAL.
OFFICIATING AND SCORE KEEPING
20.00: FAIR AND FOUL CALLS: Will be the responsibility of the batter because he is looking down both foul lines. 20.01: LINE CALLS: (Single, Double and Triple) Will be made by the fielder closest to the ball because he has the best view of the play. 20.02: CHECK SWINGS: Will be the responsibility of the batter. 20.03: FOUL OFF THE HANDS: Will be the responsibility of the batter. 20.04: BATTER'S INTERFERENCE: Will be the responsibility of the pitcher. 20.05: TAG RULE: If the offensive team yells "TAG' too late it will be the responsibility of the defense to make the decision. 20.06: OFFICIAL SCORE: Will be the home team's responsibility. 21.00: If a team withdraws from a tournament for any reason, their last opponent will move on in their place. 21.01: There is absolutely NO refund on tournament fees once a team is registered. 21.02: Roster changes may be made up to the midnight before the first day of play. 21.03: Once a schedule is made there will be absolutely NO changes in game times. 21.04: Players may only appear on one team roster per tournament. 22.00: All other rules not stated here will be in accordance with Major League Baseball.
